L’évolution de la situation macro-économique et le niveau élevé de la dette publique imposent une limite aux capacités des États de continuer à financer des infrastructures à partir de sources publiques. Cette réduction de la marge de manœuvre budgétaire exacerbée par les conséquences du changement climatique, souligne la nécessité de rechercher d’autres possibilités de financement d’infrastructures durables et inclusives.

The prevailing challenging macroeconomic environment, including the high levels of public debt facing many developing countries often limits the ability of governments to continue to finance infrastructure from public sources. This reduction in fiscal space, exacerbated by the consequences of Covid-19, climate change, and high trade deficits among other challenges increases the urgency to seek alternative financing methods for the development of sustainable and inclusive infrastructure

Une des sources potentielles est la mobilisation des ressources du secteur privé à travers des partenariats public-privé (PPP). Dans les pays de la région, en dépit de l’existence d’un cadre juridique et d’instances dédiés aux PPP en Tunisie, Maroc, Egypte et Mauritanie, et bientôt en Libye et Algérie, la constitution d’un portefeuille de projets d’infrastructures de PPP bancables a été lente, malgré l’existence d’une masse critique de projets.

One such potential alternative financing mechanism is the mobilization of private sector resources and capital through public-private partnerships (PPPs). In North Africa, despite the existence of legal frameworks and bodies dedicated to PPPs in Tunisia, Morocco, Egypt and Mauritania, and soon in Libya and Algeria, the development and operation of bankable PPP infrastructure projects has been slow, despite strong demand for numerous infrastructure projects.

Ce faible taux en matière de PPP dans le secteur des infrastructures témoigne des difficultés auxquelles sont confrontés les décideurs des pays. Dans ce cadre, la Banque en collaboration avec l’IGPPP, et la CDC de la Tunisie se proposent d’organiser un séminaire dont les objectifs sont les suivants :

• Identifier les barrières des projets d’infrastructures fondés sur des partenariats public-privé dans la région Nord

• Transférer les connaissances et les orientations pour conduire des projets en PPP, de leur identification, préparation, structuration, passation des marchés, mise en œuvre, jusqu’à l’exploitation et la maintenance

This low PPP infrastructure success rate reflects the challenges faced by North African policymakersand other members of the infrastructure ecosystem such as financial institutions, engineering firmsand transaction advisory firms. Hence, the Bank in collaboration with the IGPPP and the CDC of Tunisia propose to organize a seminar whose objectives will be the following:

• Identify barriers to the successful development and completion of Public-Private Partnerships infrastructure projects based on (PPPs) in the North Africa region,

• Disseminate knowledge and best practices to conduct PPP projects, from their identification, preparation, structuring, procurement, implementation, to operation and maintenance.

Le séminaire regroupera les Instances en charge des PPP des six pays, des promoteurs, des banques, de représentants de diverses administrations et des bailleurs de fonds. La participation sera sur invitation seulement. Les langues du séminaire seront le français, l’anglais et l’arabe.

Seminar attendance will be through invitation only and virtual participation will be allowed for select participants. The seminar will bring together decision makers from six North African Public-Private Partnership Units, as well as project sponsors, financial institutions, government officials, donors and others. The seminar will be conducted in French, English, and Arabic in which translation services will be provided
